NOTICE OF A LEGISLATIVE LAND USE PUBLIC HEARING

The Scappoose Planning Commission and City Council will hold public hearings in regard to the following matter:

Docket # CPTA2-16—DCTA1-16

The City of Scappoose proposes land use amendments consisting of the following proposed actions:

Comprehensive Plan Text Amendment CPTA2-16 to update the findings and implementation text for the Airport Employment (AE) Plan Designation.

Development Code Text Amendment DCTA1-16 to Chapter 17.74 Airport Employment Overlay Zones and Chapter 17.162 Procedures for Decision Making--Quasi-Judicial to apply the overlay zones to specific properties, to clarify conceptual master plan requirements, and to specify review procedures.

The initial Planning Commission hearing is scheduled for December 8th, 2016 at 7:00 p.m. in the Scappoose City Hall Council Chambers, 33568 E. Columbia Avenue, Scappoose, Oregon. The initial City Council hearing is scheduled for December 19, 2016, with a final City Council hearing scheduled for January 3, 2017, at 7:00 PM in the City Hall Council Chambers.

The purpose of the hearings is to take testimony, either written or oral, regarding the proposed amendments. The Planning Commission will make a recommendation to the City Council and the City Council may approve, approve with modifications, or deny the proposed amendments following the Public Hearing. Copies of the proposed amendments are available for inspection at the Scappoose Community Development Center (52610 NE 1st Street). Copies are also available for purchase at a cost of $0.15 per page for black & white or $0.20 per page for color. Interested parties may submit written comments to the City of Scappoose, City Planner, 33568 E. Columbia Avenue, Scappoose, Oregon, 97056 or fax comments to (503) 543-5679 by 5:00 p.m., Wednesday, December 7th, 2016. Failure to raise an issue in person, by letter, or fax prior to the close of the public comment period, or failure to provide sufficient specificity to afford the decision-maker an opportunity to respond to the issue, precludes appeal on that issue.
