Community Development Center
The Community Development Center (CDC) is open to the Public
Monday through Thursdays 8am - 5pm (closed for lunch 12:00 - 1:15pm)
Lobby is closed on Fridays; staff is available by phone or email.
The Community Development Center collectively ensures the development in the City of Scappoose meets all State & City codes and standards.

Planning
- Ensures public and private development are responsibly guided through long-range planning to ensure that new development complies with State of Oregon Land Use Laws including City of Scappoose Land Use Ordinances.

Engineering
- Ensures all new Public Infrastructure is consistent with the City’s Public Works Design Standards.

Building
- Ensures all new construction and remodels are built according to the State of Oregon Building Codes. We use Oregon ePermitting for all permit applications; buildingpermits.oregon.gov
The Community Development Office Administrator is available to answer development related questions regarding zoning, land use applications, required permits, and serves as a liaison to the Building Official, Planner and Engineer.
