The following payments can be made by Point & Pay:

Point & Pay charges fees for use of this system. The fees do not go to, nor are they under the control of, the City of Scappoose.

Fees are as follows for payment by credit or debit card:

The fee amount increases by $2.50 for each hundred dollar increment.
Point & Pay also accepts electronic checks; a flat fee of $2.50 is charged for payment by electronic check.

Xpress Bill Pay is for payment of City of Scappoose Utility Bills & Utility Security Deposits
We have partnered with Xpress Bill Pay, the premier provider for online utility bill payment systems. The new service will give residents the ability to view, track, and pay their utility bills through the secure Xpress Bill Pay website. Various payment options are available including credit and debit cards and electronic funds transfer. Customers can also setup automatic monthly payments and view up to a full year’s history of their utility accounts.
How to Sign Up:
1) Go to www.XpressBillPay.com. We have partnered with Xpress Bill Pay to provide you with online bill payment service.
2) Click on “Create a free account.” If you’ve already signed up with Xpress Bill Pay, you can log in with your e-mail address and password.
3) Follow the instructions on the screen. You will need a valid e-mail address to create an account. Once you’ve submitted your information, you will receive a default password by e-mail.
4) Go back to www.XpressBillPay.com and log in using your e-mail address and password. The “Add e-Bills” page appears. Follow the instructions on the screens to add us to your Xpress Bill Pay account.
Once you’ve created an account, you’ll be able to go online at any time to view and pay your utility bills.
There is now a Xpress Bill Pay Mobile App ~ The app has the same powerful features customers have come to know but with the convenience of a smartphone!

NEW INTERACTIVE VOICE RESPONSE (IVR) SYSTEM IS NOW AVAILABLE TO PAY YOUR UTILITY BILL
Here is another fast and convenient way for you to pay your Utility Bills 24/7! No computer necessary. Simply call toll-free 1-866-775-2030.
WHAT IS THE IVR SYSTEM
The IVR (Interactive Voice Response) system provides you with a complete bill payment system over the phone. You can pay your Utility Bills anytime and anywhere. All you need is a phone.
HOW DOES IT WORK
You dial the toll-free number (866-775-2030) and provide your account number and zip code to locate your bill. The IVR system will tell you your account balance, the payment due date, and then guides you to make your payment. You continue to make payments using a credit card, debit card, or by eCheck. You are provided with a confirmation number and notified whether the transaction was successful or not. At the end of the call, you also have the option to set up auto pay.
Additionally, you may call the payment center (800-766-2350) and make payments over the phone with a live operator, if you'd prefer. Both the IVR system and our payment center offer service in English and Spanish. (Note: Payment center Spanish service hours vary.)
