City Hall

City Manager
The City Manager provides daily supervision and general management of all City operations. Ensures that Council policy is carried out and that laws and municipal code are in compliance. City Recorder
The City Recorder performs a variety of administrative duties to provide accurate and easily retrievable official records for the City, serves as the City's Elections Officer, administers the City's business license program, and serves as resource staff for the City Council and the City Manager. Public Records
The City Recorder is responsible for the organization and storage of public records. To obtain a record or document please fill out and submit a Records Request Form. Finance
The Finance Administrator serves as the City Hall Office Manager. Performs financial accounting and general finance tasks, and all finance associated reports. If you have any questions please contact Finance Administrator Carol Almer at 503-543-7146, ext 227 or email carol.almer@scappoose.gov.
Utilities
Please contact Kathleen Head at 503-543-7146, ext. 223 or khead@scappoose.gov for questions regarding water and sewer billing, service connection, disconnection and general questions regarding utility services.
Code Enforcement
The City of Scappoose has a centralized code enforcement and complaint process within the Police Department. Should you have a general or specific complaint please select the Nuisance Complaint Form on the Forms & Licenses page or call the Scappoose Police Department at 503-543-3114.
