NOTICE OF QUASI-JUDICIAL PUBLIC HEARING

The Scappoose Planning Commission has scheduled a Quasi-Judicial Public Hearing to consider the following application:

Docket # PTR2-18

The City of Scappoose is requesting approval of a permit to remove trees on public lands located on Columbia County Assessor Map No. 3211-00-00100. The site is located between NW Bella Vista Drive and Luma Vista Drive, on a City owned 76.61 acre parcel of land. The tree removal permit would allow for the removal of down trees, and would allow the City to selectively thin trees throughout the parcel to promote healthy growth, to reduce wildfire risks, and to improve safety and access for firefighting personnel.

The meeting is scheduled for Thursday, April 26, 2018 at 7:00 p.m. in the Council Chambers of the Scappoose City Hall, located at 33568 East Columbia Avenue.

Verbal and written testimony will be taken in regards to the Public Lands Tree Removal Permit (Quasi-Judicial Hearing).

The Planning Commission's decision on the above public hearing items must be based on findings that a specific set of criteria have been or have not been met.  Comments submitted in regard to the application should be directed towards applicable sections of Title 9 (Public Peace and Welfare) and Title 17 (Land Use Development Code) of the Scappoose Municipal Code, with particular emphasis on Chapters 9.22 (Timber Harvesting and Exporting Rules); Chapter 17.140 (Public Land Tree Removal); and 17.162 (Procedures for Decision Making--Quasi-Judicial).

The decision-making criteria, application, and records concerning this matter are available in the Scappoose Community Development Center office at 52610 NE 1st Street, Scappoose, Oregon during working hours or by calling (503) 543-7184.

Interested parties may submit written comments to the City of Scappoose, City Planner, 33568 E. Columbia Avenue, Scappoose, Oregon, 97056 or fax comments to (503) 543-5679 by 5:00 p.m. Wednesday, April 25, 2018. Failure to raise an issue in writing prior to the close of the public comment period, or failure to provide sufficient specificity to afford the decision-maker an opportunity to respond to the issue, precludes appeal on that issue.
