NOTICE OF LEGISLATIVE LAND USE PUBLIC HEARINGS

DOCKET #CPA1-19

The Scappoose Planning Commission and City Council have scheduled Legislative Land Use Public Hearings to solicit comments on the proposed Scappoose Urban Renewal Plan, which would be adopted by ordinance. The plan covers approximately 475.8 acres. The proposed maximum indebtedness that can be issued or incurred for the Scappoose Urban Renewal Plan is $37 million. The ordinance, if approved, is subject to referendum.

The Planning Commission hearing is scheduled for September 12, 2019 at 7:00 p.m. in the Scappoose City Hall Council Chambers, 33568 E. Columbia Avenue, Scappoose, Oregon. The City Council hearing and first reading of the ordinance is scheduled for October 21, 2019 at 6:00 PM, and the second reading and vote by City Council is scheduled for November 18, 2019 at 6:00 PM in the City Hall Council Chambers.

The purpose of the hearings is to take testimony, either written or oral, regarding the proposed Scappoose Urban Renewal Plan and its conformance with applicable Comprehensive Plan goals and policies. The Planning Commission will make a recommendation to the City Council and the City Council may approve, approve with modifications, or deny the proposed Scappoose Urban Renewal Plan following the Public Hearing.

Copies of the proposed Scappoose Urban Renewal Plan are available for inspection at the Scappoose Community Development Center (52610 NE 1st Street). Copies are also available for purchase at a cost of $0.40 per page for black & white or $0.50 per page for color. Interested parties may submit written comments to the City of Scappoose, City Planner, 33568 E. Columbia Avenue, Scappoose, Oregon, 97056 or email comments to loliver@cityofscappoose.org by 5:00 p.m., September 11, 2019. Failure to raise an issue in person, by letter, or email prior to the close of the public comment period, or failure to provide sufficient specificity to afford the decision-maker an opportunity to respond to the issue, precludes appeal on that issue.
