CHARLES T. PARKER WAY ROAD DESIGN PROJECT

Project Overview
The City of Scappoose is requesting proposals from firms qualified and interested in providing professional engineering services to the City for the Charles T. Parker Way Road Design Project. The improvements will include a minimum of 36-ft of paving, 5.5-ft planters, 6-ft sidewalks, with street trees and lighting within a 60-ft right of way. The Charles T. Parker Way parcel is currently proposed to be 80-ft wide and will also need to accommodate an 8-ft Public Utility Easements on both sides. Additional slope and construction easements may be necessary based on the preliminary design. The design will also include all necessary utility infrastructure to allow for City Services to the adjoining parcels. This includes gravity sanitary sewer, storm sewer and water with appropriate lines sizes for future extension. The storm system may be designed to utilize Low Impact Development concepts and provide treatment and detention as required, with the use of onsite retention system or outfall to South Scappoose Creek, to be determined. The sewer system will accommodate a future regional pump station and force main to connect to the public sewer manhole in Wagner Court. The design engineer will need to design the end of the street to allow for future connection and a turnaround meeting the requirements of the Scappoose Rural Fire Department. The design engineer will also need to provide the lighting design and coordinate with the applicable franchise utility providers to show the location and elevation of the proposed utilities for reference.
An optional pre-proposal meeting will be held at the Community Development Center, located at 52610 NE 1st Ave, Scappoose, OR, 97056 from 2:00 pm to 3:30 pm on October 30, 2017
The project is anticipated to start approximately on January 2, 2018 and conclude on, or before April 2, 2018.
