Right-of-Way (ROW) Permit Application
Right of Way (ROW) Application can be found at the bottom of this page.
PLEASE NOTE PROCESSING TIMES CAN TAKE 5-7 DAYS.
ROW applications are required for ALL types of construction occurring within the public street (ROW) per Scappoose Municipal Code 12.12.040 This could include the following;
- Utilities (water, sewer & storm connections or repairs)
- Driveways
- Sidewalks
The application fee must be submitted with the application (check or online payment receipt). The current Type-I utility and Type-II utility minimum permit fee is $250. Applications can be mailed or emailed.
- To pay the fee online, go to the home page (click on Scappoose logo upper left) then select ONLINE PAYMENTS at the bottom of the home page. Please be sure to forward or print your emailed receipt along with your application as proof of payment.
- To pay with check or cash;
- Drop off or mail to City Hall at 33568 E. Columbia Ave. (open M-F 8am-5pm)
- City Hall 24-drop box in back parking lot

NEW DEVELOPMENTS
New Commercial Developments should first proceed through the Planning Dept.; https://www.scappoose.gov/planning
New Developments could require 1/2 street improvements to include curb, gutter & sidewalks per https://scappoose.municipal.codes/Code/17.154
PUBLIC WORKS DESIGN STANDARD
All work in the Public Right of Way will require that your follow our current City's Design Standards.
LATERAL REPAIRS for Sewer & Water
Sewer; Per Scappoose Municipal Code 13.12; It is the responsibility of the property owner to maintain, clean or repair the sewer laterals from the sewer-main (13.12.040 Item. L on page 4).
Water; Per Scappoose Municipal Code 13.04.040 C. From the water meter to a point inside the building, all service pipe shall be of galvanized pipe, copper or other materials approved by the building official, not less than three-fourths inch in diameter. The building official may require larger service pipe and fittings for large buildings. This portion is the responsibility of the property owner.
Sewer lateral repairs and Water line repairs/replacement will also require a plumbing permit.
SIDEWALK REPAIR PROGRAM
The City has a program specifically for sidewalk repairs to help residents offset the cost of sidewalk repair, the City has initiated a new program to help cover 50% or up to $1,000 of the cost of repairs, whichever is less, as long as the repairs pass inspection and are satisfactory to the City.
COLUMBIA COUNTY ROAD DEPT.
There are a few County maintained roadways in our City Limits. Please review the Roadway Jurisdiction Map below to confirm. If work is being done on a 'county maintained' roadway, then BOTH CITY & COUNTY permit would be required. STATE LICENSE
All contractors receiving compensation are required to be have a State of Oreogn Construction Contractors Board License (CCB). For more info; https://www.oregon.gov/CCB/Pages/default.aspx
CITY BUSINESS LICENSE
