Public Land Tree Removal
If the reason for tree(s) removal is not for Timber Harvesting then the criteria will need to be at least one of the following (also noted within the application packet);
a. The tree(s) are unsafe, dead, or diseased as determined by a Certified Arborist and there is a danger the trees may fall on existing or proposed structures;
b. The tree(s) conflict with public improvements or interfere with utility services or traffic safety;
c. The proposed removal is part of an approved development project, a public improvement project, or a street tree improvement program; or
d. The tree(s) are causing repeated and excessive damage to sidewalks or other public or private improvements or structures. ***Also review the City's new sidewalk repair program if you need assistance in replacing the sidewalk abutting your property; https://www.scappoose.gov/community/page/sidewalk-repair-program-information

The submittal requirements are listed within the application form, below.
NOTE: The applicant shall replace each removed tree on a one-for-one basis and must follow the planting standard found in Replacement trees shall comply with the Public Tree Standards Ch. 13.28.020 https://scappoose.municipal.codes/Code/13.28.020
Replacement tree(s) must be chosen from the City's Street Tree List, see file below.
