INSTALLING OR MODIFYING A COMMERCIAL SIGN?

New or revised signs will require a Planning Dept. application for code compliance.

A Building Dept. permit/approval could also be required.

For the Building Dept.

  • All building departments in the state follow the State of Oregon building codes.  The Commercial code in is the State of Oregon Structural Specialty Code below; https://codes.iccsafe.org/content/OSSC2019P1
  • Contractors must apply for their own permits via Oregon e-permit.  Be sure to select; "Commercial -  Structural" permit;    https://aca-oregon.accela.com/oregon
  • Be prepared to upload your plans into the ePermit record.  
  • Once the plans approved, we will notify you.  Or if we need more information to complete the Plan Review.  If electronic plan review is done, it is the responsibility of the permit holder to print the approved plan set to be kept at the job site for all inspections.
  • NOTE; If the sign will be illuminated then an Electrical Permit would also be required.  All Electrical Permits are issued & inspected through COLUMBIA COUNTY LAND DEVELOPMENT located at the County Offices in St. Helens, they also use Oregon e-permit or call them at; 503-397-1501.

If the Planning or Building departments request a hard paper plan set;

  • The preferred plan size is 11"x17"  (8.5"x11" could be acceptable if print is legible)
  • The standard concurrent review time is approx. 2-weeks.

Business License;

All contractors must have a valid City of Scappoose Business License. Scappoose is not within the Portland Metro area.
