NOTICE OF A QUASI-JUDICIAL HEARING

NOTICE IS HEREBY GIVEN that the Scappoose Planning Commission has scheduled a quasi-judicial hearing on Thursday, April 17, 2025 at 7:00 p.m. in the Council Chambers at Scappoose City Hall, located at 33568 E Columbia Avenue, and online via Microsoft Teams (link available on City’s website 7 days prior to the decision) in regard to the following matter:

Docket # SDR 2-25, SLDP 4-25, MiV 1-25

Joseph Scharf has requested approval of a consolidated application for Site Development Review to allow for the construction of a 36-unit multifamily building and installing associated site amenities; a Sensitive LandsFlooding Development Permit for the development of a parking lot, basketball court, and stormwater rain gardens in the 100-year floodplain; and a Minor Variance for an adjustment to the maximum building height. The subject site is located across two existing tax lots, one addressed as 33402 NW Laurel Street (Columbia County Assessor Map #3212-BD-00800) and the other as 52677 NW 1st Street (Map #3212-BD-00900). The subject site is northwest of the NW Laurel Street and NW 1st Street intersection.

Quasi-judicial hearings allow verbal testimony during the meeting as well as written comments prior to the deadline indicated below.

 

The Planning Commission's decision on the above items must be based on findings that a specific set of criteria have or have not been met. Comments submitted in regard to the application should be directed toward applicable sections of the Scappoose Municipal Code, with particular emphasis on Chapters 12.10 (Visual Clearance Areas); 17.01 (Introduction); 17.56 (A-1 High Density Residential); 17.62 (C General Commercial); 17.80 (Downtown Overlay); 17.96 (LotsExceptions and Additional Setbacks); 17.100 (Landscaping, Screening, and Fencing); 17.104 (Street Trees); 17.106 (Off-Street Parking and Loading Requirements); 17.120 (Site Development Review); 17.134 (Variance); 17.154 (Street and Utility Improvement Standards); and 17.162 (Procedures for Decision MakingQuasi-Judicial).

 

A vicinity map and select plan sheets are attached. Interested parties may submit written comments by mail to City of Scappoose; N.J. Johnson; 33568 E Columbia Avenue; Scappoose, OR 97056 or by email to njohnson@scappoose.gov by Wednesday, April 16, 2025 at 5:00 p.m. Issues which may provide the basis for an appeal must be raised in writing prior to the close of this public comment period or verbally at the hearing. Failure to raise an issue verbally or in writing prior to the close of the public comment period or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal on that issue. The applicant, those entitled to notice, and any person who provides comment will receive notice of the decision.
