NOTICE OF A LIMITED LAND USE DECISION MEETING

NOTICE IS HEREBY GIVEN that the Scappoose Planning Commission has scheduled a limited land use decision meeting on Thursday, January 22, 2026 at 7:00 p.m. in the Council Chambers at Scappoose City Hall, located at 33568 E Columbia Avenue, and online via Microsoft Teams (link available on City’s website 7 days prior to the decision) in regard to the following matter:

Docket # SB 1-25

Brad Hendrickson has requested approval of an application for preliminary Subdivision plat (SB 1-25) to subdivide 1.59 acres of land into 14 lots to support townhouses. The site is an unaddressed property abutting the terminus of both SE Maple Street and SE 6th Court described as Columbia County Assessor Map #3212-DA-04400. The site is east of the SE Maple Street and SE Cypress Court intersection.

Limited land use decisions do not allow verbal testimony during the meeting; however, the City permits written comments prior to the deadline indicated below. Members of the public may attend the meeting but may not provide verbal testimony.

The Planning Commission's decision on the above items must be based on findings that a specific set of criteria have or have not been met. Comments submitted in regard to the application should be directed toward applicable sections of the Scappoose Municipal Code with particular emphasis on Chapters 17.50 (R-4 Moderate Density Residential), 17.104 (Street Trees), 17.150 (Land DivisionSubdivision), 17.154 (Street and Utility Improvement Standards), and 17.164 (Procedures for Decision MakingLimited Land Use Decisions) as well as Oregon Revised Statutes 197.195 (Limited land use decision).

Interested parties may submit written comments by mail to City of Scappoose; City Planner; 33568 E Columbia Avenue; Scappoose, OR 97056 or by email to njohnson@scappoose.gov by Wednesday, January 21, 2026 at 5:00 p.m. Issues which may provide the basis for an appeal must be raised in writing prior to the close of this public comment period. Failure to raise an issue in writing prior to the close of the public comment period or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal on that issue. The applicant and any person who submits written comments will receive notice of the decision.

The decision-making criteria, application, full preliminary plan set, and records concerning this matter are available to view at the Scappoose Community Development Center office, located at 52610 NE 1st Street, Monday through Thursday from 8:00-5:00.
