THE PROJECT:

The project name is: CHARLES T PARKER WAY EXTENSION

The work to be done under this contract consists of the following in the City of Scappoose:

The Work to be done under this Contract consists of improvements to Charles T Parker Way.  The Work includes:

·      Roadway construction including curbs and sidewalks.

·      Piped storm water conveyance system with water quality treatment facilities.

·      Sanitary Sewer

·      Water System

·      Underground Conduits and Vaults

·      Illumination Foundations

·      Signing and Striping

·      Landscaping & Irrigation

·      Additional and incidental Work as called for by the Specifications and Plans.

The project includes grading, drainage, paving, signing, striping, waterline, and landscaping.

The Project cost range is $1,700,000 - $2,150,000

BIDS:

Bids sealed and marked, with the words “Bid – CHARLES T PARKER WAY EXTENSION”, and the words “To Be Opened Only by Authorized Personnel” will be received by Susan Reeves, City Recorder, until 2:00 PM on Wednesday, May 2, 2018 at Scappoose Community Development, 33568 E. Columbia Ave., Scappoose Oregon 97056, after which bids will be opened, and publicly read aloud in the City Council Chambers. All interested parties are invited to attend.  Bids received after the above stated time will not be accepted.    Electronic bids will not be accepted.

The City of Scappoose encourages small, minority- and women-owned businesses to submit proposals. For more information, contact Susan Reeves, City Recorder, at (503) 543-7146 ext. 224.

Bids must contain:

·       A residency statement as defined in ORS 279C.365.

·       A bid bond on the City’s Bid Guaranty form, irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, certified check, or cashier's check, of at least ten percent (10%) of the total bid.

·       The Bidder shall deliver, as part of the bid, a written certification that the Bidder has not discriminated and will not discriminate against minority, women or emerging small business enterprises in obtaining any required subcontracts.  Failure to do so shall be grounds for disqualification.

Bids may be rejected by the City for non-compliance with prescribed public bidding procedures and requirements, and for good cause, upon a finding that it is in the public interest to do so.

No electronic bids will be permitted.

In the Portland Metro Area - the Scappoose City Hall and Scappoose Community Development Center, McGraw Hill, the Business Tribune, and Sub-Hub (sub-hub.com), all in Portland, Oregon, and, Oregon Contractor Plan Center in Clackamas, Oregon.

Other Locations - Salem Contractor's Exchange, Salem, Oregon; S.W. Washington Contractor's Association, Vancouver, Washington; Willamette Valley Bid Center, Tangent, Oregon; Builders Exchange in Eugene, Oregon; Central Oregon Builders Exchange, Bend, Oregon.

Addenda, Plans Holders List, Preliminary Results, and Notice of Intent to Award, will be posted on the City Website http://www.ci.scappoose.or.us.  Addenda will be e-mailed to all registered plan holders and posted to the City website.

BIDDERS:

Bidders are solely responsible for ensuring actual receipt of the bid by the City of Scappoose at the place and time designated above.

Bidders must be prequalified by the Oregon Department of Transportation and licensed by the Oregon Construction Contractor's Board pursuant to ORS 701.026 prior to submitting a bid.

Bidders must use bid and bid guaranty forms (if electing to use a bid bond) furnished by the City in these bid documents. Otherwise, the bid may be rejected as non-responsive.

Bidders must conform to the requirements of these bid documents and related, applicable laws.

Bidders shall be solely responsible to check for and download all addenda, if any, from the City web site prior to bidding.

Bidders must sign all Bid Forms, and in doing so agree to comply with the statement in the Bid Form regarding compliance with the provisions of ORS 279C.840 or 40 U.S.C. 276a "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage". 

Bidders must complete and submit, in a sealed envelope, the First-tier Subcontractors Disclosure Form provided at the end of Part 2.0 of this Book. This form shall be submitted no later than two work hours after the time bids are due, per 00120.40(f).

Licensing per ORS 468A.720 (working with asbestos) is not required for this project.

THE CITY:

The City reserves the right, but is not obligated, to waive any irregularities or informalities in its sole and absolute discretion.

Plan Holder’s List and Bid Results:

Information regarding plan holder lists and bid results will only be available on the City’s web site.

FORM OF PROPOSAL

All vendors must accept the terms included as Part 3 with this Request for Proposals as part of the contract. If a proposer is exempt from a particular term due to a statutory or regulatory exception or exemption, whether the exception or exemption applies to the contract matter, the type of work, or the vendor, the vendor will be considered to have met the requirements of that term.

The City reserves the right to negotiate a final contract that is in the best interest of the City.
