Water Treatment
The Scappoose Water Department has been delivering drinking water to our customers’ faucets since the 1920’s when the first diversion dam was constructed on Gourlay Creek and water was conveyed to the City via wooden water lines. Since then, the City’s water infrastructure has grown to include two water treatment plants, two additional diversion dams on Lazy and South Fork Scappoose creek, six groundwater wells, 53 miles of treated and raw water lines and four water reservoirs with a capacity of 3.67 million gallons.
Our staff is committed to providing a high-quality supply of water to our customers, meeting all public health, Environmental Protection Agency, and State of Oregon Standards. There are many requirements that have to be met to assure the quality of water supplied from the water treatment plants. Department staff regularly monitor water quality, testing for the presence and amount of over 90 different contaminants in our drinking water. The City’s water continually meets or exceeds all federal standards. There are currently about 2,700 water customers.
The Water Department is a self-supporting department, funded by water revenues alone. It does not receive tax dollars. The current budget of approximately 3.69 million dollars is allocated for operations and debt service which repays bonds and loans for plant expansions, line extensions and rehabilitation projects.
Our goal is to provide a safe, healthy, and ample water supply to meet the needs of our growing community.
If you have a question about Scappoose’s water quality, water system, or water programs and are unable to find the answer here on our website, please contact the Treatment Plant Supervisor, Darryl Sykes, at 503-543-5894 or dsykes@scappoose.gov.
For questions about water billing, call Utility Billing at (503) 543-7146 option 1.
