The City of Scappoose will receive sealed bids for the general construction of the Seely Lane Park & Street Improvements according to the Drawings and Specifications prepared by Mackenzie.

An optional Pre-Bid Conference will be held for all General Contractors intending to submit bids for this project on Thursday, May 24, 2018 at 2:00 p.m., at 33568 E. Columbia Ave., Scappoose, OR 97056 in the City Hall Council Chambers.
Sealed bids marked “Seely Lane Park” will be received until 2:00 p.m. on June 12, 2018 at Scappoose City Hall, 33568 E. Columbia Ave., Scappoose, OR 97056 local time. Bids received after that time will not be accepted. Bids will be opened in public and read aloud on June 12, 2018 at 2:00 p.m. at Scappoose City Hall, 33568 E. Columbia Ave., Scappoose, OR 97056. Interested parties are invited to attend. All bidders must submit, in a sealed envelope within two hours of the date and time of the bid deadline, a first-tier subcontractor disclosure form in compliance with ORS 279C.370.

Bid security in the amount of 10% of the bid amount made payable to the City of Scappoose is required to accompany each bid. Each bidder must identify whether the bidder is a resident bidder as defined by ORS 279A.120. The award of the contract shall be made to the lowest responsible bidder as the term is used in ORS 279A.010 based on the sum of the Base Bid and accepted Alternates.
Prevailing minimum hourly wage rates for labor to be used under this contract have been determined by the Oregon Bureau of Labor and Industries (BOLI) in accordance with ORS 279C.800 through 279C.870.
The Contractor shall possess a valid State of Oregon Construction Contractors Board License or the State of Oregon Landscape Contractors Board in accordance with rules and regulations of the Oregon Administrative Rules. There is not a requirement that the Contractor be licensed under ORS 468A.720.
No bidder may withdraw its bid for a period of sixty (60) days after the time fixed for the opening of the bids, within which time an award will be made. The Owner reserves the right to reject any and all bids or to waive any irregularities or informalities in any bid or in the bidding. The Owner may reject any bid not in compliance with all prescribed bidding procedures and requirements, and may reject, for good cause, any or all bids upon a finding by the Owner that it is in the best interest of the public to do so.
Bidding documents are those prepared by Mackenzie, 1515 SE Water Avenue, Suite 100, Portland, OR 97214 (PO Box 14310, Portland, OR 97293). From May 14, 2018 through June 12, 2018, bid documents will be available to order at Willamette Print and Blueprint, 3461 NW Yeon Ave., Portland, OR 97210 (503-223-5011 – Document Control). Bidders may place orders for complete documents upon payment for the cost of reproduction and shipping and handling. All sets of Contract Documents must be pre-ordered. Allow 24 hours for drawing orders. Copies will not be available for sale at City or Mackenzie offices.

Addenda will be issued no later than 72 hours prior to Bid Opening.
The entire project must be substantially completed within 150 calendar days after the written “Notice to Proceed.”
