Residential New-Home Packet

ALL ELECTRICAL AND SEPTIC TANK PERMITS ARE HANDLED BY COLUMBIA COUNTY LAND DEVELOPMENT.  They are located in St. Helens just north of Scappoose; 503-397-1501. 

CONTRACTORS:  The Scappoose Building Dept. has implemented the State of Oregon e-permitting program;

1. Apply via e-permitting (to register with e-permitting, you will need to have a valid CCB). Use this link for help with e-permitting; https://www.oregon.gov/bcd/epermitting/howto/Pages/index.aspx
2. As you move through the e-permit program, it will ask you to upload plans into record (we require both electronic and hard copies at this time)
3. Then complete the forms within the attached NEW HOME packet (pdf below). 
4. WE DO NOT OFFER ON-LINE PLAN REVIEW.  You will need to submit 2 sets of plans, see details within packet. 

HOMEOWNERS: Only contractors are allowed to use the Oregon e-permitting on-line program at this time.  Please complete the attached New Home Packet and submit with electronic plans and 2 hard copies.

All contractors and sub-contractors will also need a City of Scappoose Business License (we are not within Metro); apply for a Business License on the City's website.

Fees will be assessed once plans are received. We accept Checks, Money Orders, exact cash & Credit/Debit Cards. To pay by credit/debit card; go to the home screen and click "ONLINE PAYMENTS" at bottom. Select Building/Planning Permits; in the permit number fields please type the project address or subdivision name & lot#.  

System Development Charges are assessed on the building permit; see below for fee details.

Note: Additional Planning Dept. Land Use applications could apply depending on your project scope/location; slopes greater than 15%, or if its within floodplain, wetlands/riparian areas.

* CONSTRUCTION WORK HOURS FOR CONTRACTORS WORKING WITHIN THE CITY OF SCAPPOOSE;

MONDAY - FRIDAY   7:00 AM - 7:00 PM

SATURDAY                 9:00 AM - 4:00 PM

SUNDAY                      NO WORK ALLOWED

Per the Scappoose Municipal Code 9.12.040   This includes construction, excavation, demolition, exterior alteration or repair of a building, or exterior use of heavy construction equipment, other than between the hours of seven a.m. to seven p.m. Monday through Friday and nine a.m. to four p.m. on Saturdays, except upon special permit granted by the City Manager. Work, as described in the preceding sentence, is prohibited on Sundays, New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas.
