Plumbing Permit
Water-well questions must be directed to the State of Oregon as the city does not regulate water-wells;
On-site Septic Systems are regulated by the State of Oregon DEQ. Permits via Columbia County Sanitarian.

City Utilities (water, sewer & storm);
- Sewer service laterals are the responsibility of the property owner beginning at the sewer main per the Scappoose Municipal Code Ch. 13.12.040 item K.
- Water service laterals are the responsibility of the property owner beginning at the water meter per Scappoose Municipal Code Ch. 13.04.040 item C.
Any work done in a city Right of Way will require a ROW permit, minimum fee $250. NEW water/sewer connections to the city will require a ROW permit in addition to a plumbing permit. Link below to ROW;

PLUMBING PERMITS;
Ensure your project is within the City of Scappoose jurisdiction; Mailing addresses with city name is only indicative of the Post Office responsible for mail delivery to that property. The 'Scappoose Post Office' delivers mail within 3 separate jurisdictions; Columbia County, Multnomah County and City of Scappoose.

Work requiring a plumbing permit;
• Repair, replace, relocate or add to the piping system within your home (less than 5' of repaired pipe is exempt per current/adopted OREGON PLUMBING SPECIALTY CODE104.2 EXEMPT WORK)
• Install new plumbing fixtures such as toilets, sinks, showers, tubs, dishwashers, etc.
• Replace a water heater
• Replace existing plumbing fixtures if the replacement involves concealed plumbing connections
• Install rain drains, cesspools, septic systems, drywells, sewer lines, water lines, backflow prevention assemblies for lawn sprinkler systems or cap a sewer
• Cap of fixtures that have been removed Note: Adding a bathroom not only requires a plumbing and building permit, but may also require an electrical and/or mechanical permit.
STATE OF OREGON PLUMBING CODES;

ALL CONTRACTORS MUST APPLY FOR THEIR PERMITS VIA THE STATE E-PERMITTING PROGRAM;
Our building department (like most around the state) now use Oregon Accela ePermit program, which allows contractors to apply for their permits online.
New first time users will need to create a new user account AND link their CCB license to their account. Then in just a few minutes they can apply for permits based on their license types. If you are having difficulty registering or applying, call the phone number within the e-permitting link. Or click on the HOW-TO links at the bottom of the ePermit webpage. Permits over $200 can either be paid by Check, Cash or via card using our City's payment link found on the home-page of our website.

CONTRACTORS LICENSE; All Contractors receiving compensation are required to have a valid State of Oregon Construction Contractor's Board License (CCB). Protect yourself by only hiring licensed contractors.

CITY of SCAPPOOSE BUSINESS LICENSE: In addition to a valid CCB License all contractors and their sub-contractors are required to have a City of Scappoose Business License (we are not within the Portland Metro area). CONSTRUCTION WORK HOURS FOR CONTRACTORS WORKING WITHIN THE CITY OF SCAPPOOSE;
MONDAY - FRIDAY 7:00 AM - 7:00 PM
SATURDAY 9:00 AM - 4:00 PM
SUNDAY NO WORK ALLOWED
Per the Scappoose Municipal Code 9.12.040 This includes construction, excavation, demolition, exterior alteration or repair of a building, or exterior use of heavy construction equipment, other than between the hours of seven a.m. to seven p.m. Monday through Friday and nine a.m. to four p.m. on Saturdays, except upon special permit granted by the City Manager. Work, as described in the preceding sentence, is prohibited on Sundays, New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas.
Homeowners can apply for their own permits too; (not via State e-permitting) See attachment at the end of this page.
Permit payments; Checks can be mailed in OR dropped off. Contractors using ePermitting can pay via the program, otherwise payments can be made via point and pay; go to the city's home webpage and select "on-line payment" button at the bottom of the page.
