Ready Built Plans Permit-Ready Program (free download)
The City of Scappoose Building Dept. accepts the State's Ready-Built Permit-Ready Plans for your Accessory Structures.
This program was created by the State of Oregon Building Codes as an efficient pathway for the public to have access to building plans that meet the requirements of the state's building codes which are ready for local jurisdictional plan review. It is up to each jurisdiction if they chose to accept them.
The benefits include a a huge cost savings to the public as the plans do not require any additional architectural designs or engineering calculations, with quicker plan review time to acquire your permit.
A plot plan must accompany the Ready Build Permit-Ready plans to ensure zoning regulations are met.
The plans can be downloaded for free, these include accessory structures like pole buildings, garages, carports, decks, and patios.
Follow the step by step below to use the Ready-build Plans Program;
- PLANNING DEPT.; Before submitting the pre-approved plans to the Building Dept. contact our Community Development Dept. to ask about our Planning Dept./Land Use zoning restrictions related to the required setbacks from property lines, max. height, lot coverage, and other standards that apply to the land use zoning of your property. - PERMIT REQUIRED; Determine if your job would require a building permit. Current Oregon Residential Structural Code can be found online. Chapter 1 Scope and Administration Section R105.2 Work Exempt from a permit. For your convenience, relevant ones that are exempt from permits are listed below;
- 1. Nonhabitable one-story detached accessory structures that do not exceed 200 sq. ft. floor area and does not exceed 15 ft. height measured from grade plane to the average height of the highest roof surface.
- 6. Patio/porch covers not over 200 sq. ft. AND supported by an exterior building wall.
- READY BUILT PLANS; Download the ready-build plan you need from the list below, check state website for any updates to the plans and be sure to note any changes or fill in the blanks on the plans. ** The State of Oregon is in the process of updating all these plans, check for current revisions; https://www.oregon.gov/bcd/permit-services/Pages/permit-ready-plans.aspx
- APPLY FOR PERMIT; Apply for your permits via e-permitting; https://aca-oregon.accela.com/oregon/Default.aspx
- UPLOAD PLANS; Upload your specific plot plan and your Ready Built Plans (with your notes) into the ePermit program.
- PERMIT; Once the plans have been reviewed & approved by our Plan Review staff, and you have paid all the permit fees; we will issue your permit and you can begin building. Do not start construction until permit has been issued.
- INSPECTIONS; For inspection requests, please schedule via the ePermit website. Anyone can schedule inspections without logging into the program.
Important ready-build plan information from the State of Oregon Building Codes Division (BCD);
The majority of ready-build plans currently posted posted are outdated, and were originally designed using prior iterations of the state building code. We will still accept them.
The State Building Codes Division is currently updating the plans to meet current code standards. If a jurisdiction, like the City of Scappoose, chooses to accept these plans as-is then the local building official is responsible for verifying that it is in compliance with the currently adopted codes, city standards and any site-specific conditions.
