SCAPPOOSE BUILDING DEPARTMENT PERMITS:

Contractors; Our building dept. implemented the Oregon e-permit on-line program, available for all licensed contractors.

This e-permitting program allows licensed contractors to apply for building permits with just a few clicks of a mouse! 

Just go to the above link and LOG IN with your user name and password. If you don't already have one then just click onto "REGISTER" button on the link above. DO NOT FORGET TO LINK YOUR STATE LICENSE TO YOUR ACCOUNT. You will only be able to apply for permits that are allowed by your license

Job Site Addresses in e-permitting:

Job Site (Situs) Addresses are very particular in the e-permitting program. Ensure you have the correct house number and correct street spelling. Example; EJ Smith is actually E J Smith (with spaces between).  For address confirmation, check the County Assessor's database; https://www.columbiacountyor.gov/departments/Assessor  Or call their office at 503-397-1501.

Ensure your project is within the City of Scappoose jurisdiction; select "Links" on the right menu bar in blue and open "Map" to view zoning maps.  If your property is outside City Limits and within Columbia County or south of Scappoose in Multnomah County, then you will need to contact those jurisdictions for your permits.  Having a "Scappoose" address is not indicative of being within the City Limits, as the city address is only indicative of the POST OFFICE that delivers mail to the property.

Homeowners; You can apply for your own permits, although not via Accela e-permitting.  Use the menu bar to the right, click onto "Forms & Permits", then select "Building Permit Application" for all trades of construction unless it is for demolition or new manufactured structure which are listed separately.  Homeowner must also complete the attached form as well; https://www.oregon.gov/CCB/Documents/pdf/property_owner%20adopted.pdf

Permit Payments; checks can be mailed to the City or click onto the on-line payment link found on our city's home page to pay with a card (the processing company will assess a small convenience fee prior to you approving the payment). 

 

PLAN REVIEW:

Construction submittals provide proof that the construction is in compliance with current codes.  They include shop drawings, specifications, technical/engineered data and product specs such as trusses, private elevators, custom staircases, etc.

We require BOTH electronic plans (to be uploaded into e-permitting) AND hard copy sets to be delivered to City Hall for plan review.

Commercial plan submittals require 3-sets of plans.

Residential plan submittals require 2-sets of plans. 

CONSTRUCTION PLANS NEED TO BE BOUND IF MORE THAN ONE PAGE - no loose page construction documents will be accepted.

Plot plans are required with any project changing foot print, setbacks, height, and/or on-site parking.

Per the Oregon Residential Specialty Code;  Your project must be designed to meet all the requirements of the State of Oregon building code.  This usually means that a full foundation with footings to the frost depth, and a complete lateral force resisting system are required.

Lateral loads:

The Building Code has two options for showing the building will resist lateral loads (wind and earthquake forces).

Note that plans and calculations will not be required to show that a structure will resist wind and earthquake loads if it is a "minor" dormer addition.

1. Prescriptive Path
In the prescriptive path, the Code provides conservative method of construction to ensure the building will resist wind and earthquake loads using braced wall panels, continuous sheathing and tie-down anchors. If your structure is designed to meet prescriptive requirements for lateral design, you will need to include separate wall bracing floor plans. 2. Engineered Path
If your design does not meet the prescriptive path, a licensed engineer, certified in Oregon, will need to prepare engineering calculations that shows that the structure can resist the lateral loads.

Gravity loads:

There are also requirements for resisting gravity loads, and any beam over 10’ long or supporting a point load must also be submitted with beam calculations.

Per the Scappoose Municipal Code 9.12.040   This includes construction, excavation, demolition, exterior alteration or repair of a building, or exterior use of heavy construction equipment, other than between the hours of seven a.m. to seven p.m. Monday through Friday and nine a.m. to four p.m. on Saturdays, except upon special permit granted by the City Manager. Work, as described in the preceding sentence, is prohibited on Sundays, New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas;
